What is the National Clearing House and How Does It Affect Me And My Drivers?
The FMCSA requires all Commercial Drivers to be entered into the National Clearinghouse by doctors Certified by the National Registry NRCME as meeting the standards of the FMCSA at the time of the drivers commercial driver physical examinations.
Drivers who test positive for drugs or alcohol in the Federal Anti-Drug and Alcohol Misuse prevention Program will have their tests recorded in the Clearinghouse after January 20, 2020
All Substance Abuse Professionals SAPs who evaluate drivers with non negative tests for drugs or alcohol or refusal will report the driver is complying with the return to duty process
Doctors who are certified by NRCME and do driver physicals are entering the drivers now in the National Data base.
After January 20,2020 Medical Review Officers started Reporting Drivers Test Results to the Clearing House. About 75.000 drivers per year are being entered into the clearing house.
After January 20, 2020 All trucking Companies must check the driver history on hire in the clearing house as well as obtain records from previous employers.
Once a year all FMCSA regulated operators must check their current drivers in the clearinghouse.
Drivers can check their own records.
Drivers Must give their permission for the company to check their drug and alcohol History.
The Requirement for operators to obtain the past drug and alcohol history of drivers for three years still stands.
